Mr. Wilkins is one of the antagonists in Kid Mystic. Sometimes he appears as an (unrelated) NPC using the same character model.

After defeating Bobby Khan it turns out that Mr. Wilkins was hiding in the suit of armour the entire time in order to stimulate economic growth of Tulipton.
